It seems that about once a week the T will send out this alert:

Blue Line experiencing delays of about 10 minutes due to a maintenance train performing inspections on the overhead wires.

Is this because there was a report of a wire problem and they sent the maintenance train out to investigate? If that is the case, then the alert is poorly worded. Instead it should read Blue Line is experiencing delays while a maintenance train investigates report of a wire problem.
If these inspections are routine and planned, it doesn't make sense to do it during normal operating hours. Couldn't this be done overnight when most of the routine maintenance is done?
