Proposed NJ Hudson & Delaware Rail Line

Is anyone familiar with a proposed "New Jersey, Delaware and Hudson" rail line that would have roughly followed the Route 3 corridor between "The Notch" (MSU) and Weehawken Terminal. It was included as "proposed" in this 1867 map of Bergen County. mapmaker.rutgers.edu/BERGEN_COUNTY/Hughes_1867.html

I'm looking for any information or sources that anyone might have. Thank you.
