Thanx. The article's title is "Bering Strait bridge", but it also mentions proposals for a Bering Strait tunnel.

Checking on the proposals in http://www.alaskacanadarail.org I find that the proposed routes will go through Alaska, the Yukon Territory, and British Columbia.

Carmacks, YT - Whitehorse, YT - Skagway, AK (port)

The site mentions proposals to export to Asia a lot of coal and iron ore, and also the possibility of tourist railroading, already an active business for the Anchorage - Fairbanks Alaska Railroad.
