Probably China which built the railway from Tanzania to Zambia in 1976.

It was the Mao regime that built the Tazara railway for quite different reasons.

The new capitalist Chinese are now moving into Africa in a big way, on the sniff for the same minerals the Europeans wanted. Whether this eastern province line is of interest to the Chinese I don't know. They are probably interested in Zambia's copper now that copper prices are rising.
