What needs to be resolved before the R142's can make their journey onto the Flushing line?

I think they are going to treat that line as the "L" route, that is installation of CBTC services, that one and the 7.
That's why the 7 is getting recycled, but decent-working, R62s and R62As rather than the R142-R142A group.
