A trusted CSX employee told me today that a notice has been posted at Frontier Yard stating that CN is giving up its trackage rights over the NS Southern Tier Line in favor of a route via Rouses Point.

With all due respect, until the railroad announces it, it's only rumor.

CN doesn't actually have trackage rights- they are NS trains that make since to reroute with the new CP/NS agreement.

As previosuly stated, CN never had/has trackage rights on the Tier. With NS taking over parts of the D&H operation I wouldn't be surprised to see some CN/NS interchange transferred to Rouses Pt., but this would be a very roundabout routing for any traffic to/from points west of Toronto on CN (i.e., the majority of the traffic in question).
