Ballast train in Kearny Yard?

I take PATH back and forth between Journal Square and Exchange Place (NJ) every day, giving me good opportunities to observe things in the Kearny intermodal yard and surroundings.
This morning I noticed that there was a long train of seemingly brand-new loaded orange CSX ballast hoppers. Any idea where they are going?

Maybe the River Line. They have been doing a lot of track work, mainly ballast in the CP7 to CP10 area. I also see new rail laid beside the outside siding track in Teaneck.
