No...not for a private business. We could argue whether the government should keep ownership of lines it deems necessary...but that's a whole 'nuther line of discussion
In my perfect world, a business should pay its own costs, or be allowed to fail. That includes transportation...it's impractical to have trucking companies own their own roadways; but at the very least the taxes/use permits should reflect the cost of building/maintaining them. Airlines, too...the government is the only practical entity to oversee air traffic; but government management shouldn't mean government subsidy.
One can argue that the so-called "spillover" benefits justify public subsidies. Maybe...but what it leads to is where we're at now, with these endless cries of But they're getting all that government aid, so... And we wind up with the government being the banker without fee; the investor without return, and the only "customer" that need be pleased.
Which leads to ugly management, such as is at CSX and other businesses.
