An article in the Post today (link) mentions that the Navy Yard Metro renovations are seven weeks behind schedule. Any ideas on what the hold up might be?

It's pretty obvious from reading the Washington Post article you linked to. The developer that is building the building in conjunction with the entrance access expansion is in a dispute with WMATA over the sale of the adjacent bus garage property. The developer has chosen to maximize the capitol he is spending to build the building surround the Navy Yard entrance easement on the part of the project that will yield a return on his investment. In other words the developer putting a greater effort into building his building so that tenants can occupy the building then putting the effort into making the expanded station entrance ready by opening day of next years baseball season.
