They were induction antennas for telephone service on pasenger trains. Other passenger locomotives had them, too.

Some freight cabooses and steam loco tenders had them, also. The fat disk on top of the loco, right side of the photo, is also part of the apparatus.

What is the round thing on top of the short hood? Looks like a bell.

I think the "round thing" holds a very large, old-fashioned capacitor or condenser. I'm going by an article in one of the "Model" magazines.
