"National security" is a convenient reason to give for doing whatever one wants to do without any chance of anyone being able to question motives. Um -- wasn't Dick Cheney on the UP Board at one time?
Of course, private property is private property. Any reason UP wants to cite is as good as another. I'm sure the scouts will be able to find a place.
