Maybe just an extra precaution?

As to Mr. Norman's post above, I believe the extra minute was standard practice for all departures from GCT on both roads (including suburban trains on the LL? I never checked).
NORAC rule 92 in its entirety

92. Departure Time
A train must not leave a station where it is scheduled to receive passengers
in advance of its scheduled leaving time unless authorized by the Dispatcher
or by the Timetable.

You can ask but permission must be granted. It is not guaranteed. The only reason you ask is you know you have all your passengers for that stop and you have a long dwell time. Pretty easy today with the conductor I phones.
