Judge rules in favor of Amtrak eminent domain for Amtrak to take over the lease of WASH US. This article is a little ambiguous saying Amtrak paid the $250M. Does this mean Amtrak will take over even if lease holder appeals?

Now Amtrak can expand its station footprint and do some very needed repairs at various locations.

But after the jist we know about, I'll highlight the train wreck happening already:
Complicating matters still was a financial dispute between Ashkenazy(previous owners of the lease) and its lenders, which moved to foreclose on Ashkenazy's interest prior to Amtrak's eminent domain filing.
I would not be surprised that Ashkenazy wanted Amtrak to pay off the lenders, and Amtrak didn't want to mess with that.

An injunction is issued only if the requesting party can offer persuasive arguments that irreparable harm will result if not granted, a difficult burden of proof to meet. appeal could delay it.
