They explain what it's about on the page you linked to — specifically, the last item on the bulleted list:

Unrelated to the previous question:

I happened to be in Old Orchard Beach yesterday in the late afternoon / early evening and caught 685 and 688 sailing through town just before sunset:

I don't think they do, but that would be hilarious if they did.

Fun fact: New Hampshire actually has the highest meal tax of the three states the Downeaster operates in.

All Amtrak prices include tax, including tickets and items on board.

Right, but set by which state (or states)?

The Downeaster's café car is not operated or staffed by Amtrak, so Amtrak's practices re: taxes are not relevant to this situation.

The Downeaster has a $10 special POR-BON (and vice versa) on right now, during track work 4/22-5/7 that requires bustitution between Exeter and Boston, no service to Haverhill and Woburn. Details are up right now on their Service Alert page.

The summer schedule has been posted. One thing I believe is new is that 680/690, the early morning run to Boston, will not stop at Old Orchard.

From the Portland Press Herald:
Portland Press Herald wrote:New passenger transportation numbers released Monday by the Northern New England Passenger Rail Authority are showing that ridership on the Amtrak Downeaster has mostly rebounded from the pandemic-related disruptions that started in 2020.

The rail authority reported that the Amtrak Downeaster transported 516,723 passengers in fiscal year 2023, which ended June 30. That is the first time that annual ridership has exceeded a half million riders since fiscal 2019 . . .
. . .
“It is very rewarding to see Downeaster ridership continue to grow across all markets, trains and stations,” said Natalie Bogart, the rail authority’s deputy director. “The results are particularly impressive given that Massachusetts track construction required more than 400 trains to operate limited service last fiscal year.”
. . .
Amtrak’s Downeaster service was enjoying an increase in popularity just before the pandemic struck. In 2019, the Downeaster broke ridership records, a surge partly attributed to increased use in Brunswick and Freeport, according to the Northern New England Passenger Rail Authority.

In 2019, the Downeaster saw a record-breaking 574,404 passengers, a 7.8% increase from 2018, with August accounting for almost 61,000 of those passengers. It was the first time the Downeaster surpassed 60,000 riders in one month.

We took a Round Trip on the Downeaster, this past Saturday to Old Orchard Beach, and as to ridership Train 691, was a sell out. The crew started boarding early at 8:25, and boarded car, by car, until they were full. They then asked people traveling alone to "buddy up", as heavy boarding was expected along the route (which was very true), the first station with a large amount of riders departing was not until Wells. It was reported that over 60 people, including us got off at the "Beach", as the station is called. I never saw a crew so focused on ensuring all riders has seats , and assisting with luggage. On the trip back Train 696 was busy (but no like 691), and we were able to book Business Class, the Cafe Attendant who provides Business Class passengers with their at seat soft drink was outstanding. I wish she could be cloned and used to replace too many poor Cafe Attendants on NEC trains. Some of the good service can be credited with the Northern New England Rail Passenger Authority, who funds the train, sets the schedules, and fares, and the service standards, that it's contracted operator (Amtrak) has to maintain.

Downeaster crews are truly S tier. Glad to hear of the ridership and your positive experience. Lately, reliability has been rocky due to mechanical issues. Not sure if that comes from the engine, cabbage, or coaches.
