Looking at the timing of the trains, I wonder if the timing is designed to ensure "Protects" are in place along the route. Ballparking the numbers, it looks like the first and second departures from the respective origination points would be between Altoona and Harrisburg at the same time. Is part of the deal a requirement that Amtrak maintains its own protects at Altoona and Pittsburgh?

In order to get a decent chance to make the connection and get in Pittsburgh early, I have to be at BWI at the crack of dawn, basically. Right now (in a few days actually) it'll be a 10:37a at BWI to get there by noon to catch the Pennsy at 12:42p.
