It was just a model designation that EMD used (as such, rather arbitrary and not really signifying anything) for a series of locomotives that had several features not found on previous models -- such as a modular electrical control cabinet with solid state circuit boards that allowed for quick/easy change out of defective parts therein.

And in the SD38-2 and SD40-2 case, new trucks.

And the SD45's were completeley redone (i.e new radiator assembly).

Don't forget the SDP35s, 38s, 40s, and 45s that could be used in dual service. Which means they had a a higher gear that could permit a higher speed.
