Mention the destinations in your commercials and air them in those regions. Also air commercials rallying support for increased rail service (such as "support Amtrak if you want rail service in a town near you" or "sign this petition on www.iliketrains.org if you want rail service to Scranton").

In the meantime, I remember seeing commercials for Norfolk Southern back in 2012 with model trains shipping goods (as well as a few for Amtrak focusing on the NEC and the Acela around the same time), and I haven't seen any since. :( I suppose most railroad advertisements nowadays are minute-long videos on their youtube channels, or pop up links on the side of railroad.net (in addition to other, unique ads... ;))
