The 1929 Regional Plan had something like this crossing the Hudson on the lower level of the then-under-construction GW Bridge.

The current line being advocated by the Regional Plan Association doesn't cross the river. It would instead use the right-of-way of the Hell Gate line from Co-Op City over the bridge as far as Sunnyside Jct., then the freight-only ex-LIRR/NH Bay Ridge Branch across Queens and Brooklyn to Bay Ridge. The core TriBoroRX project doesn't cross the river. There is one extension proposal to Staten Island that doesn't make a whole lot of sense, but that's a separate project from the Gateway and Cross-Harbor tunnels. The GW bridge is nowhere near where TriBoro is, it's basically on the opposite side of the city. You seem to have some NYC geography mixed up here.

I looked at the interlocking location again that would be required for TriBoro trains to join the HGL, and it could actually be done just south/west of Oak Point yard. Based on the other transit available and the majority of the TriBoroRX stations being in Queens and Brooklyn, I'd estimate that 1/4 to 1/3 of TriBoroRX trains could extend past Northern Blvd in Queens to join the HGL and serve Hunts Point Ave and north. I don't think that the Astoria-Ditmars station is practical given the physical arrangement of the approach to the Hell Gate Bridge.
