I have these 2 PRR tickets that I haven't seen before. They are 1889 "Theatrical & Troupe" tickets.
I can't find anything on the "International American Congress". Could that be a theatrical group?
Are the tickets themselves anything unusual and how many different types/purposed tickets did they make?
Thanks again for any info on these.

It is a group ticket, the entire party was traveling together. Party tickets were issued for sports teams, theatrical groups, social and fraternal groups where everyone usually boarded together at the same station and left the train all together. Party fares were still being offered well into the 1960s. Some roads had ads in their timetables offering party or group fares.
