True. I remember when the IRS was pushing that some years ago; they correctly found that it is impossible to determine the value of a point until it is used (free coach flight vs. upgrade from a paid coach ticket, between what points, what the cash fare would have been on the date the reservation was made, etc.). Last I heard they gave up trying.
