Yes. The siding also permitted machinery to be delivered to the substation.

The view is looking to the northeast, or Railroad west. The Jamaica Bay trestle and east leg of the wye is behind the building. The battery room, containing the "world's biggest battery" is in the foreground and consisted of glass cells on each side of a center corridor.

Building looks a bit different than the 1918 photo. Roll up doors where there were none, and I can see looking at the pic I snapped from the A, it says NYCT Stations - Hammels Wye Shop.
