I submitted the following commentary/recommendations to MTA. The following is opinion only and does not reflect any official statements or policy.
I would recommend LIRR zone 3 to be reconfigured into an "intermediate" zone (as with 4-14) and no off-peak fares available. Peak/off-peak fares would be only available to and from Penn Station and Western Terminals (Zone 1). The off-peak fare on Metro-North (East-of-Hudson) and LIRR should be modified to be only available as a round-trip (as on Metro-North's Port Jervis and Pascack Valley Lines). This would encourage round trip (two-way) travel by making the off-peak rate available only as a round trip fare. One-way fares would be available at the regular (peak) rate. The analogy would be like at a food market, when the special reduced sale price is only available when buying quantities of two or more (for example, 2 for $3, single item at regular price $1.99 each).
