Today i walked past LIC station and saw they had torn most of the southmost tracks out. Does anyone know why?

Ground remediation work as well as much needed improvements.

How does that affect capacity at the terminal?

Amazon is not moving to where LIRR tracks are. They are moving to Court Square and Anable Basin. LIRR had older trackage on the southern most tracks which had older wood railroad ties. I presume they are keeping these active and are doing track work, such as ties, rails, and whatnot. They look to be in bad shape from satellite imagery so a ripout and replacement were required.
