Past these cabinets is a building filling the distance out to the pocket track.

I assume it is the new, hopefully un-floodable track signal equipment location

There's a second new building at the other end of the station as well. No idea what they house, but your theory sounds like a pretty good one.

There's now a sticker; I don't know what "ETEC" means but I assume they are carts with standard gauge wheels for pulling gear/victims down the line.

Will eventually support wireless transmission of diagnostic and operational data from 7000+ series fleet, carborne CCTV on 6000+ fleets, mileage capture on 2/3, 5, 6000 fleets, automated telemetry data transfer for the TGV (track geometry vehicle), supervisory line checks via handheld devices for operations staff, etc, plus access to all intranet applications for any WMATA staff.

Why do I suspect they lease the backhauls from someone?

You'd think they would mux all the inter-station data along their own glass, but I was told "Nope" as there were fights as to who got how much of it, etc.....
