South of Newark Penn Station, on the northbound side, is a south-facing abandoned track ramp, with a shack labeled CLIFF. I've never seen it notated on a map and Googling doesn't produce any results. Does anyone know what this used to be?

That is an old coal place. Many towns had these, or similar, types of coal unloading things

Cliff interlocking.

If you mean the bridge across South St. which leads to what now looks like a auto salvage/repair yard, we discussed this before, think it was a small transfer yard in historic aerials. That is supposed to be the former site of South St. Stations as well.
This site is a bit wonky, but it does show Cliff interlocking (including that bridge).

I haven't been up there since Cliff was put in; what crossovers are there, and what moves is it mostly used for?
