There is no deadline to make the entire SEPTA system and every rail system in the country ADA compliant.
The ADA law requires when you make improvements to a facility or structure it must be made compliant. If your just painting the building and re-paving the platform then it can stay "as-is", but once you legthen and make other improvements with a certain dollar figure, it must have ramps, elevator etc.
But look at Malvern and the new tunnel. The system of ramps is a skateboarder's dream, no high levels or partial high but they extended the platform. So you can get to the platform but you can't get on the train because they never put in a partial high level platform. Maybe it's not complete?
