Was Waldwick the Northern (Western) terminus for Erie's commuter service? Because, Suffern Yard looked like it was built for freight, not passenger.

No, Suffern was the primary terminus for what could be called inner-suburban service. There was quite a lot of commuter traffic west of there, with a fair number of trains to and from Port Jervis. Waldwick handled some Main Line and Newark Branch locals, and Paterson Lower Level had some Main Line and Newark Branch locals also.
