I remember that study. One thing that stood out about it is that includes the line between Annapolis Junction and Odenton, a route that was abandoned in the early 1990s. The improved B-W Parkway ramps and the Route 32 freeway would be major obstacles to restoring the route.

Not to mention taking hazmat and other cargo through NSA grounds.
