Plattburgh Local

I used to live up in P-burgh in 1997, and there was always a GP38-2 stationed there as the local power. I am modeling an earlier era, generally from the mid 80's through the early 90's. I'd like to find out what the local power was during that time period, and also where it was based out of? I assume they sat in the yard in town until the roundhouse ceased to exist? Thanks!
