Some of the tight complicated interlockings are hard enough to find a place to put all of the rails to carry the weight of the trains, let alone a place to put third rails where they will not conflict with trains crossing over or taking curves. They are also places where trains can't run as fast hoping to clear the gap and pick up a rail on the other side before stalling. A catch 22.
