In this thread back on April 15th, Mr. Deasy posted that the AAPRCO is planning their 2014
convention in Portland Maine and the routing from Chicago to Portland would include the
Mechanicville to Portland route of PAS/PAR.

The AAPRCO better get something in writing with a denial penality clause from Canadian Pacific if
the post referenced/URL below is correct. Supposedly, the new CEO at CP scrapped the
PAR/PAS run to Saratoga Springs with less than two weeks to go before the trip. For the
AAPRCO train to reach Mechanicville, they will need to do some running over CP track, which
does not normally host Amtrak trains. Otherwise, they will have to run from Albany to
Whitehall, over the VTR to Rutland and down to Hoosick Jct., just the reverse of what
the PAR?PAS special had to do.

Where Pan Am has trackage rights and can exercise whatever move it wants. A non-point.

A non-point but still factual regardless. CP could sting the move at 477 or ME coming back if they got a hair across their a$s. Happens all the time.

There is a possibility the trackage rights agreements expressly state freight moves or carrier equipment only. You can't for-sure say it's a non-point without knowing the language those agreements have.

Who owns the line between XO (CPF467) and Crescent (CPF477), B&M (Pan Am Southern) or D&H (CP Rail)? The line up to the early 1990s was dispatched from North Billerica and had two tracks that ran from Mechanicville West (CPF470), a few miles west of XO, and Crescent. The 2nd track was cut back some years later and a new interlocking at CPF475 was installed with CPF470 and the remaining track between CPF470 and CPF475 retired. Shortly following the track reconfiguration, D&H dispatchers took control of CPF475 and CPF477 but N. Billerica held control of CPF467 at XO. Since the new NS yard at Mechanicville was installed, all of its associated interlockings are now controlled by CP. So, does Pan Am Southern jointly own the line between CPF467 and CPF477 or is it all CP ownership now?

CP owns the mainline. But now with the new yard trains coming east can once again get off the main at Mechanicville West and go into the yard and that's the last they need to talk to the D&H as they can depart the yard and onto the B&M from the east end without going on the Main.
