That 9700 ton limit for Washington Hill is the "drawbar limit", ie, any train exceeding that tonnage is "supposed to have a pusher". When the Bow coal trains were routed over the B&A, they routinely exceeded 11,000 tons and had 3 unit pushers assigned to them.

I would imagine that if CSX got these trains they would run them to utica or syracuse and down the NYSW to bingo.

No word yet. The test wasn't just for timely service, but was also for the quality of the coal. The power plant needs to burn the coal and analyze their emissions from it before determining if it'll work out.
