But British Rail??? Definitely would have had interoperability problems with the APT...
This story surfaces every so often.

I think what it shows is that at one tme BR had a research estabishment that had some freedom for the researchers, and one of them came up with this in his spare time. He probably had an agreement that any patents on his work belonged to BR.

Now the research establishment has closed. If there is any railway research it is done outside the rail industry.
