Odd train parked on CSX Rochester Sub near "Can of Worms"

On the way home from work yesterday I saw an odd train parked on the CSX Rochester Subdivision near the "Can of Worms" just east of the city.

There was a single CSX locomotive and what appeared to be two old baggage cars or coaches, painted CSX blue.

Is this some sort of office train?

My guess is that it is one of CSX's Track Geometry trains. They cover the entire CSX system at least yearly and the higher volume lines are tested more than once per year, in some cases every quarter.
