So far I think they'll all be dual mode, since the LIRR never stated any interest to split it into DEs and DMs. I think this is also similar to how NJT ´s ALP-45s are replacing most of the diesel fleet of the railroad, and there isn't a diesel-only variant of the locomotive.

I don't understand this at all. What do you mean "a voltage they do not have to use?" If they go into Penn Station they have to use some kind of external power whether it's the third rail or the catenary.
