I have seen others as well. I'm guessing that PRR's labor agreements were so expensive that it would be cheaper to lease other roads
power than fix their own. They wanted to lease Diesels, but would go for steam as well. Later this would result in the Santa Fe 2-10-4s
showing up in Columbus. This, in turn, released some Jays with cab signals for use on the Toledo line, and elsewhere.
