MOW tractor(?) at Massapequa Park

A LIRR MOW vehicle, or? What type of vehicle is this termed? Thank you.

This appears - may not be, though - to be a Pettibone 441B, which is a "speed swing" - apparently, a universal hirail crane that can be fitted to dig, ditch, load, or pretty much everything else.

Fun side-trip; look at the attachments for the modern 445. It can do ANYTHING. I am not exaggerating in the slightest.
