There is no mention in the Pok Journal article cited of any portion being open to the public.

There is no mention of ever opening it to the public.

I am not aware of any part of the line on the east side of the Hudson being open at all.

Information regarding clearing and grading work in East Fishkill was provided to me by the Right-of-Way agent at Dutchess County's Public Works Department.

Dutchess County owns the entire ROW from Poughkeepsie through to Hopewell Junction. The agent did confirm that with the exception of East Fishkill, all property is off-limits for public use.
