I just came back from a hike along the old trolley line above Klapperthal, just east of Reading on the original P&R. Looks like they're doing a lot of work along the ROW- possibly for an access road? I wouldn't think they need a third track here.

The work at Klapperthal, aka CP Titus, is to shift the existing two main tracks away from the edge of the cliff overlooking the Schuykill River as it is washing out. They are chipping away at the side of the mountain with large backhoes that have jackhammer attachments. Haven't been there since the Fall, so I don't know how much progress has been made.
