I don't think it was the main powerhouse, which is down by the Grove street station. Still standing, it was bounded by Washington St on the east, the railroad on the south (Chris Columbus blvd now), and Steuben on the north.

The address in the caption puts it up by the Holland-tunnel entrance area. Maybe there was a second power source for Uptown and Hoboken service?

Based on the location and the captions, isn't this more like connected with the PA and the Holland Tinnel?

Looks like the contractor's electric powered compressor installation for driving the tunnel shields. The same appearance can be found in stories on other early projects. They took that much air.
