For T&E definitely more cost effective to have own employees. The 100 mile freight costs were going to be higher than Amtrak's. Senior freight crew bidding in and out for a scheduled lifestyle. As well with Amtrak going to HEP and blended braking training enough freight T&E was going to be an ongoing issue. Every change of any freight base was going to be more training. All big costs.
