Engineering (Track Dept.) road charts show an eastward downgrade east of MP31 west of Cold Spring Harbor of 1.24% average. The same book shows the OB Branch at MP31 westward with an upgrade of 1.3%.. And, why would an RPO be assigned to an OB train? Also, the train seems to be lengthly, so unless its 509 or 511, I'm sticking with PJ.
452 and Everyone:
I have not posted for several weeks but have been watching this topic.
From an LIRR 1970 ETT that I reference for location information:
Mile Post 31 on the Port Jefferson Branch is just east of Amott Interlocking (30.9)
where double track once ended prior to 1986. This is between Syosset (29.1) and
Cold Spring Harbor (31.9) Stations. This is in the Cold Spring Hill area as mentioned.

Mile Post 31 on the Oyster Bay Branch is just west of the former Mill Neck Station
(31.1) going westward towards Locust Valley (29.0) in single track territory.

Judging by the length of the train along with the RPO car this does appear to be a
Port Jefferson Branch train. The Cold Spring Hill area has changed since the date of
the photograph with the added second track and other development...MACTRAXX
