What was the first use of HEP in railroad equipment? Was it the U34CH and Comet Is of the Erie Lacakwanna? Was it the PRR Silverliner Is? Was it the Metroliners?

first use was in Europe on 1956 built werksppor TEE sets.
they used it very early on in chicago as well for first generation Gallery cars.

Some turn-of-the-century passenger trains had generators in the baggage car that were powered by steam from the locomotive.

CNW and MILW used it on their commuter trains in and out of chicago in what, the early 60's

I doubt that was the first time in the world, but alas
