Why is there only one marker light working this is on all of them. Is it factory standard or is it the railroad being lazy? thanks in advance.

I heard somewhere that some railroads have their set up with one marker light and the other one is a strobe which is activated when the automatic brake goes to emergency. I cannot remember where I heard that now, so take it with a grain of salt, but that seems a reasonable explanation.
