I have been on many ES44ACs, an it seems like they all have different control stands. CPR's first order had desks. The second group had an AAR stand, sans gauges. It was just flat on top.The newest ones have recesses in the back for the light switches, and they extent all the way to the dash.

NS units have a set up like the ES44DC, and the -9.

BNSF units have a stand which reminds me of the old MLW Centuries.

Why do they have so many types?

I would guess that they're willing to offer pretty much whatever the railroad wants/asks for, which is why you're seeing so much variety.
