I know that the terminal stations (and Pavonia/Exchange) sell 10 trip Smartlink cards. Do they sell no-value cards?

You'll find machines that sell the "no value" card for the $5.00 card fee at 33rd St and WTC stations. I haven't been at Pavonia in a while but I don't think they have a machine there that sells the no value card.

UPDATE 10/22/08: According to this page on the PATH website, the $5 base card is sold in machines at 33rd St, Journal Square and WTC. http://www.panynj.gov/CommutingTravel/p ... fares.html
