Why did the Lackawanna never expand the Passaic River drawbridge in Newark to three tracks and install a third track between Millburn and Summit? Both situations were bottlenecks then and remain so today.

Having read extensively about the DL&W's financial health, it does not seem like money would have been an issue during the 1920s, when the railroad was still expanding and improving, and even the 1930s and 40s. Certainly cash was an issue by the late 40s and 1950s.

But assuming there were times when the railroad could afford it, were there other reasons the DL&W to not undertake these projects?
