Here is a link to an article in today's local "rag". I think Tri-Rail is getting a bad rap on this one. Details are that much of the problem lies with others beyond the control of Tri-Rail. Longer than necessary delays due to suicides and other trespassers being struck as well as stupid drivers that don't know what railroad gates being down mean add to the problem.
