I received the following from someone who wished to share it without attribution:
SUPPLEMENTAL BULLETIN ORDER No. 3-12C
Effective: 0001 Hours, Friday, December 18, 2015

DANVERS AND SOUTH READING INDUSTRIAL TRACKS
Delete all references to Rule 99 (FRA Excepted Track) on Danvers and South Reading Industrial
Tracks. Page 126 of Timetable No. 3 is changed.

Upgrades must be far enough along that the tracks are all Class 1 now.

Thats is an excerpt from a Supplemental Bulletin Order (basically a change to the timtable).

It states that all references to Rule 99 (governing movements on FRA excepted status track) on the Danvers and South Reading Industrial Tracks are to be removed. This information would apparently fall on Pg. 126 of the current timetable.

What it means: the tracks in question have been upgraded so that Haz Mat can be moved without restrictions, but speeds remain the same.
