The State of Connecticut Department of Transportation (“CTDOT”) has issued Solicitation #20RAILOPS-2, Request for Information (RFI) regarding the potential provision of food and beverage service on CTrail passenger trains, including CTrail Hartford Line trains operating between New Haven, Connecticut and Springfield, Massachusetts and Shore Line East trains operating between New Haven and New London, Connecticut.

This RFI provides the opportunity for interested vendors to submit ideas, potential approaches to providing the service, and comments on feasibility.

1. Responses must be submitted no later than 3 p.m. EST on May 29, 2020 and conform to the requirements specified in the RFI.

Verrryyyy interestingggg...looks like they're looking to do at-cart service through the aisles "without any modification" to the rail cars as stated in the actual RFI document here.
Here are some of the requirements:
1. Provide and offer for sale various pre-packaged food, beverage, and sundry items (e.g., gum, candy):
a) Offerings include food and beverage items produced in the state of Connecticut;
b) Beverage items may include alcoholic and nonalcoholic options;
c) Food and sundry items stored and served at room temperature that do not require refrigeration or warming;
d) Beverages served at room temperature, not requiring warming or refrigeration by facilities or equipment on the train; and
e) Beverages served chilled stored only in vendor-provided container/cooler that can be carried on to train.
2. Load items onto trains at high level station platforms at New Haven Union Station in New Haven, Connecticut.
3. Take orders from and serve items to seated passengers on a moving train.
4. Collect empty bottles, cans, and packaging/wrappers directly from seated passengers and remove all trash and recycling from train in vendor’s own bag(s)/receptable(s). No trash receptacles on train for vendor’s use.
5. Work in conjunction with and follow instructions from on-board train crew.
6. Work within confines of rail coaches without any modification. (See attached photos). Empty seating area at end of one (1) train coach will be provided for staging/storage of items.

9. Accept and process payment by cash, credit card, and mobile pay options, without access to power or internet service from the train equipment. Access to any available electrical outlets on the train equipment not guaranteed.
